Tampa Red (1904-1981) was an impressive slide guitar player from Georgia. This song relates some stories of bootleggers being busted during prohibition. Prohibition lasted from 1920-1933 in the United States, and through constitutional amendment, banned the sale, distribution and transportation of alcohol. Of course, Tampa Red laments the difficulties in getting booze, but must be referring to getting it legally. The alcohol business became criminalized, as depicted in the television program, Boardwalk Empire. Thus the social problems thought to emanate from drinking became law enforcement problems with gangsters. People still enjoyed many a libation, in speakeasies (secret clubs), where jazz music, building from the blues of Tampa Red, flourished.
